Instructions

In a microwave-safe mug or bowl, whisk together the all-purpose flour, granulated sugar, unsweetened cocoa powder, baking powder, and salt until well combined.
Add the milk, vegetable oil, and vanilla extract to the dry ingredients. Stir thoroughly until the batter is smooth and no lumps remain.
Fold in the chocolate chips evenly into the batter.
